The Social Democracy To Come

This occasional paper by Poul Nyrup Rasmussen (former Prime Minister of Denmark and President of the Party of European Socialists) and Udo Bullmann (MEP and Head of the German SPD Delegation in the European Parliament) argues that the future of social democracy is at risk at a time when the world is undergoing major transformations. Against this backdrop, Rasmussen and Bullmann argue that social democracy needs to adopt a new policy paradigm which they understand as ‘transformational progressive politics’ to remain relevant. The paper provides a first sketch of such a ‘Social Democracy To Come’ that aims to advance progressive ideals under the conditions of global change.

Von der Dauerkrise zur handlungsfähigen politischen Union. Wie Europa dem ökonomischen Abstieg entgehen kann.

“Krise” bezeichnet semantisch für gewöhnlich den Wendepunkt einer gefährlichen Entwicklung. In der Eurozone ist sie inzwischen jedoch zum Dauerzustand avanciert. Auf die ersten Erschütterungen hat die Regierung Merkel zunächst mit hinhaltendem Nichtstun reagiert. Danach wollte sie wirtschaftlich angeschlagene Staaten durch ein hartes Spardiktat aus der Misere führen. Drei Jahre nach der ersten Eskalation in Griechenland und fünf Jahre nach Ausbruch der Weltfinanzkrise wird das Scheitern dieser Strategie in seinem ganzen Ausmaß erkennbar.

Why the new Stability and Growth Pact is the wrong answer to the crisis

After more than three years of crisis, one view that has gained ground is that the Eurozone will only survive if courageous steps towards a much deeper European integration are taken and if the austerity measures enacted by European economies are counterbalanced by a bold investment initiative. At this stage there is no doubt that the measures taken by Heads of State or Government of the Euro have not helped to reassure anxious markets. On the contrary, credit spreads are rising even in high performing economies showing the growing mistrust financial actors have in the problem-solving capacity of national leaders. With a crisis management philosophy that can be summed up by the phrase ‘too little, too late’ and their reluctance to shift competences to the European level, Heads of State or Government of the Euro find themselves trapped in the hands of financial market power. The only fire brigade at the disposal of the Eurozone is the European Central Bank (ECB). Nevertheless, its bond-buying programme faces severe criticism – notably from a German government that has been known to sacrifice the European interest over the outcome of regional elections.

Von der Krisenunion zur Solidaritätsunion. Mehr Mut. Mehr Politik. Mehr Europa.

Die Krise ist schon lange nicht mehr nur eine Krise überschuldeter, nicht mehr wettbewerbsfähiger Staaten, die sich an den Märkten kaum noch refinanzieren können. Wir erleben in Europa derzeit auch eine dramatische Krise der Solidarität und der Demokratie. Das bisherige Krisenmanagement der kurzfristigen Beruhigung der Finanzmärkte und der notdürftigen Flickschusterei an den Strukturen der Währungsunion ist an seine Grenzen gestoßen. Um Europa dauerhaft krisenfest und demokratischer zu machen, muss sich die europäische Politik nun endlich vier zentralen Aufgaben widmen: Erstens ist das Vertrauen an den Anleihenmärkten wiederherzustellen, zweitens sind die Finanzmärkte umfassend zu regulieren, drittens muss die Währungsunion zu einer echten Wirtschafts-, Fiskal- und Sozialunion ausgebaut werden und viertens ist europäische Solidarität durch mehr gemeinschaftliche Verantwortung neu zu begründen.

Putting the European train back on track

Against all odds, Europe can look back to more than half a century of economic success and prosperity – notwithstanding the fact that a common market and a common currency have been facing largely decentralized decision-making in economic policy. The European model has been modest in asking member states for concessions. Besides from paying about 1% of the European GDP to the Community budget, member states could act autonomously when defining their fiscal policies.

But today, in light of significant budgetary problems Europe finds itself at the crossroads. The plunging of several member states into deep crisis is not only a consequence of an erroneous development of financial markets, undisciplined fiscal behaviour and in some cases accounting fraud. A more revealing fact of the current situation is that the national design of Europe’s economic crisis management is doomed to failure. The combination of European economic integration and predominantly national economic policies has lead to a scenario in which the trade-off between a robust economic model and national sovereignty seems to have been decided for the latter. At this stage, the European project demands a more sophisticated governance structure that is able to pave a sustainable way forward.
